“We’ll listen to the government and what they have to say. Then afterward, we will analyze the MOU and most probably going to be in the details where we will find the solution. We’ll see if it’s a good deal or if it’s not a good deal. That’s what Hydro-Quebec will be getting, a fully operational 635 Megawatt nuclear plant. Before the plant will be transferred there are three definitions in MOU 1: Refurbishment finished, plant producing power. We don’t know precisely what they mean. I interpret that as full power. And authorization and all permits being awarded. So essentially the day that NB Power generates profit, it’s transferred to Hydro-Quebec.”

I think we need to look at see if transmission has truly become independent. Does the NBSO survive? The word is, that it does. I think that’s good. But even if Hydro-Quebec doesn’t own the transmission system, it could quite easily reserve all the space on the transmission system, which gives it the exact same degree of control and benefit. And what will be done about that? What will be done to ensure what I call the lock in provinces have a chance to transmit or receive power through New Brunswick and to access the New England market. I don’t know what we’ll see, but it is possible that the difference of not owning transmission is more apparent than real.

We’re not going to be any worse off. This deal actually helps us to mitigate some of that risk, because Hydro-Quebec are going to be obligated to deliver 14 TWH of energy, and the ancillary services to go with it. We are going to be guaranteed to get it, and the additional costs of dealing with carbon, we don’t face. The additional costs of dealing with ever escalating fossil fuels we don’t deal with. Hydro-Quebec are going to pay the fuel bill. We are going to pay for electricity at a given price for five years and then escalating at CPI after that.
